Mission: To create a positive image for the building community among elected officials and the public. The HBAR territory covers 12 jurisdictions; the four largest being the City of Richmond, Chesterfield County, Hanover County, and Henrico County. Each has its unique set of challenges for the building industry. The Legislative Committee engages the local governments to be more effective on local policy initiatives.

The Associate Council mission is to improve Builder and Associate member relations, supporting the future growth of the Association by members doing business with members, partnering their efforts to ensure continuing education, support of legislative issues, and community service. This council meets the second Wednesday of every month at 9:00 AM (excluding July).
The EarthCraft Builders Council meets the third Wednesday of every other month at 3:30 p.m. at HBAR headquarters, alternating months with Viridiant’s Building Science Lecture Series. The EarthCraft Builders Council is open to HBAR members committed to green, high-performance home building. The Council is designed to increase awareness of EarthCraft certified homes, develop a network of informed builders, and drive values of certified homes.

The membership Committee meets the second Thursday of every month at 10:00 AM (excluding July). It is comprised of builder and associate members. Its focus is both recruitment and retention of members. The membership committee also coordinates annual membership drives, HBAR University & helps with the annual renewal program as well.
MFHC's mission is to raise the level and standards of professional multifamily housing development, professional multifamily housing construction, and professional multifamily housing operation.
The council will try to improve the multifamily housing industry in every way including protecting the consumer. The council also provides services and benefits to members to assist them in performance of their duties and provides a forum for free exchange of information between members.
The Sales and Marketing Council meets the third Thursday of every month at 10:00 AM (excluding July) has a mission to increase professionalism in the marketing and sales of new homes.
SMC members are builders, sales managers and salespeople, marketing directors and researchers, Realtors®, architects and designers, leasing agents, media representatives and advertising consultants.
