Legislative Committee
Mission: To create a positive image for the building community among elected officials and the public. The HBAR territory covers 12 jurisdictions; the four largest being the City of Richmond, Chesterfield County, Hanover County, and Henrico County. Each has its unique set of challenges for the building industry. The Legislative Committee engages the local governments to be more effective on local policy initiatives.

Sales & Marketing Council
The Sales and Marketing Council meets the third Thursday of every month at 10:00 AM (excluding July) has a mission to increase professionalism in the marketing and sales of new homes.
SMC members are builders, sales managers and salespeople, marketing directors and researchers, Realtors®, architects and designers, leasing agents, media representatives and advertising consultants.
Benefits include education and training and the Local Awards program in addition to New Home Socials.

Workforce Development Committee:
The residential construction industry is facing a labor crisis; labor is too hard to find and increasingly expensive. The Workforce Development Committee works on initiatives to recruit a talent pool. In November 2018, it launched the first Student Construction Conference with more than 600 students from five local public-school systems for a hands-on learning experience with more than 30 builders and trades in the association. The Workforce Development Committee meets on the third Thursday of every month at 8:30 a.m. in HBAR.
